Economic: Each municipality is dependent upon its neighbouring municipalities for its economic viability.
Social: Beyond simple economic needs the social interaction between residents of the five municipalities plays a role in improving the quality of life for everyone in the region.

Historic: The member municipalities make up a majority of the area that was once the County of Russell, incorporated in 1881. The County proved to be large and was divided in 1884 into a number of smaller municipalities including the five represented by Asessippi Parkland.
